The quick and the dead

The Shoreditch local authorities have recently adopted a ‘no tolerance’ position on local parking - with interesting results.

I can’t help but wonder what the circumstances in this situation were. There are always two sides to a story, one being stupidity.

Phrases like ‘No rest for the wicked’ or ‘Cardiac arrest’ come to mind.
